ABOUT THE POSITION

The County of Riverside - Riverside University Health System-Medical Center (RUHS-MC) is seeking a Research Center Manager (Director of Medical Staff Services) to join the Comparative Effectiveness and Clinical Outcomes Research Center (CECORC). RUHS is a leader in healthcare and academic medical education. In each of these areas, research plays a critical role. Research is not only a key scholarly requirement for residency education but is a strategic pillar of the medical center.

The Research Center Manager will be responsible for overseeing daily administrative operations and personnel within the Research Center. This position will play a pivotal role in the continued development of a structured and organized Research Center and will provide the necessary oversight to successfully support the research activities of RUHS' residency programs and to promote the medical center's participation in funded research.

  • Clinical trials and academic research experience
  • Project management experience with some responsibility for budget and fiscal oversight
  • Familiarity with regulatory requirements related to medical research
  • Personnel management/supervision experience

This position reports directly to the Research Center Medical Director and falls under the general supervision of the Chief Medical Officer. This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311(C) of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.

  • Directs, monitors, and evaluates strategic initiatives in collaboration with the Research Directors for the Research Center. Monitors research developments in federal and state laws and regulations that have an impact on clinical research agreements, trials and compliance programs
  • Oversees the completeness of research coverage analysis for each clinical trial. Manages, prepares and negotiates clinical trial budgets and clinical trial agreements. Oversees Grants and Contract personnel. Manages study account and ensures that expenditures do not exceed contracted amount. Provides oversight of all software and database systems used in applying, tracking, and invoicing research trials. Designs subject recruitment strategies in collaboration with the Principal Investigator.
  • Plans, organizes, and coordinates administrative and a variety of operational activities in the RUHS-MC CECORC, including such support activities as budget preparation, and personnel activities; resolve complex department administrative and personnel problems.
  • Directs, monitors, and evaluates strategic initiative in collaboration with the Research Directors for the Research Center.
  • Interviews, hires, trains, and evaluates the performance of subordinate staff; represents the department on grievances and disciplinary matters.

MINIMUM QUALIFICATIONS

OPTION I

Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in business or healthcare administration, or a closely related field to the assignment. (Additional qualifying experience may substitute for the required education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience.)

Experience: Three years in an administrative or staff capacity, which must have included a minimum of two years supervising professional and technical staff in medical staff or research center services.

OPTION II

Education: Graduation from an accredited college or university with a master's degree, preferably in business or healthcare administration, or a closely related field to the assignment.

Experience: One year in an administrative or staff capacity, which must have included the supervising of professional and technical staff in medical staff or research center services.

Research Center Assignment

Knowledge of: The principles, methods, and techniques of clinical research services administration and organization; Joint Commission, state and federal regulatory organizations, Office for Human Research Protections (OHRP), Food and Drug Administration (FDA), Center for Disease Control (CDC), Department of Defense (DOD), and standards related to clinical research and compliance; procedures and standards for the credentialing investigators and allied health professionals for clinical research.

ALL ASSIGNMENTS

Ability to: Plan, organize, and direct the work of medical staff services; analyze and evaluate operational programs, projects, and procedures; plan, organize, coordinate, and supervise processes and procedures; establish and maintain effective working relationships with staff, physicians, managers, and the general public; write concise and accurate Requests for Proposals/Quotes, reports, and correspondence.
